I wouldn't expel a student because he wasn't good enough to get into college. I'm sure that a 100% record is great for keeping a charter, but it doesn't do much good for those students who didn't get to graduate with their high school class.
While the work at this school is commendable, you have to remember it's a charter school. It isn't easy to get in, so you need a supportive family to even try. And charter schools expel more students than public schools.
