In cincinnati, you have to have a permit to panhandle. I'm not sure if the permit is free or there's a fee (probably) but I do know there is a $50 fine if you are caught panhandling without one.

Now, usually, unlike this person, the people in cincinnati who panhandle don't have $50 for a fine. Or money for a permit.

I don't know too much about penguins, but birds in general tend to loose feathers when they are sad or stressed. Maybe that is it?
And yeah, he would have been dead in the wild long ago, but since he is in human care, it's our responsibility to do what we can to help these animals be as comfortable as they can in as natural a habitat as possible. I see nothing wrong with giving this little penguin a wetsuit. It would be cruel to let him freeze!

Not a toy but a hilarious costume this reminded me of...I used to work at Halloween Express and we had this large full body muscle costume with white skin, blue tight body suit with a large red "S". And a long white tail.

That is abuse! There's absolutely no way she could justify that! I don't care how cute he is or how much he "begs" or anything! I feel sorry for the poor kitty. His life span is shortened by years and what is left is almost guaranteed to be lived in discomfort or worse, terrible illness. That cat is one kitty-treat from diabetes, hip problems, and so much more! I hope someone sees this and helps this cat before it is too late.
