Police set trick-or-treat regulations here. You cannot wear a mask if you are over 12, but plenty of older kids and adults ask for candy. Trick-or-treat is restricted to 6-8 PM, and the city will move it to another day if Halloween falls on Sunday or Wednesday (because church) or if there's a big football game. It's been that way at least since I've been a parent. No one gets arrested unless there's a complaint.
Methinks the family members may be pulling our collective leg with the occupation stories, maybe for laughs, or possibly to cover up other nefarious information. Or maybe Stein wrote the whole thing himself, years ago.
