Kind of a dumb rule. You want kids to get a crack at the rare cards, ok, but did you consider that kids (generally speaking) don't have any money. Sure, some parents, some of the time, will buy cards for their kids. But many won't. They should just let anyone buy whatever. It's good for business afterall. And if kids want the cards that bad, they can do chores and line up for card packs like everyone else. During my childhood I begged for packs of Garbage Pail Kids and Baseball cards many a times. It was fun at the time, but mostly a waste of my parents money. Besides, NES Games provided more value.
