I've always thought that after computers boot up, they should emit the distinct "dun-dun" sound effect of Law and Order instead of the forgettable Windows one.

There isn't any connection, actually. PKD never used the term "blade runner" in the novel. Ridley Scott came across a movie script based on a 1972 sci-fi novel called The Bladerunner by Alan E. Nourse, and liked the name so much that he bought the rights to that script so he could use the title.
I've never read Nourse's The Bladerunner, but it's supposedly about a guy who procures illegal medical supplies for a surgeon (hence the "blade").
