Actually, the Four Corners is on two Indian reservations (Navajo on the AZ, NM and UT sides, and Ute Mountain on the CO side,) and the Navajo tribe is in charge of tne monument. I would assume for that reason that any misbehavior would probably be handled by them.
I recall seeing one of those TV court shows the local station runs about 50 of a day several years ago (I think it was Judge Joe Brown) that had a case involving a misspelled tattoo. It didn't go particularly well for the defendant, I seem to recall.
Call me crazy, but "generally forward direction" doesn't exactly sound like the type of accuracy that would be of benefit to anyone (except perhaps whoever was being aimed at.)
I drove through this area on a roadtrip I took back in April, and although I didn't see this particulat spot, the drive down US-89 between Panguitch, Kanab and Page is one of the most beautiful areas I've ever seen. Until you see it yourself, it's hard to believe rocks even exist in the deep shades of red you find down there.
