It's an instrumental tune that Kevin MacLeod composed ten years ago to evoke a lighthearted, whimsical, and comical mood. MacLeod has made a name for himself (and quite a bit of money) by composing music and releasing it under a Creative Commons license, meaning anyone can use it for any purpose, as long as they give him attribution.
