It's a hat press. It's designed to protect the flattened brim of a campaign hat, like those worn by military drill instructors and Boy Scouts.
Simply hanging such Stetson hats would cause them to deform, so it's necessary to preserve the shape of the fabric. Place the hat inside, then close the lid.
Many are simple wooden affairs that serve purely practical purposes, such as this one for sale on eBay.
Others, such as this one pictured above, are commemorative items to recognize accomplished military service.
