What Time Is It In This Photo?

Is it 7 AM? 11 AM? 3 PM? Look at the whole picture. The tire tracks on the snowy road. The school buses. The lamps on the street. The quiet ski resort.

If you can tell the time here on this picture correctly, then chances are you have the potential to be a spy.

Members of the Central Intelligence Agency must be meticulous in order to successfully analyse global intelligence, and now it's testing the public.
The agency asked people to "put your analytical skills to the test" by working out what time of the day it was in [this] wintery scene.

I was going to say 3pm...It looks like the slopes have been skiied already and they would be groomed still at 7am (lots of ski resorts don't open until mid-morning, 9-ish). There are no skiers visible and 11am would be the busiest part of the day; most ski resorts close by 3-4pm. Also, school buses are mostly active 7am or 3pm (less so at 11am). Seems too bright at 7am if it's far enough north for the winter shadows to be that long.

Long shadows indicate beginning or end of daylight....I see nothing that indicates direction but buses tend bunch up in line for loading as it takes more time more than unloading does . 7am is entirely too early to drop off as most schools start just before or after 8 am. So my guess was 3pm
but 7am is the correct answer for some reason....Is this even a photo?
