Most folks (outside of Switzerland) say that Bern is the capital of Switzerland. But it's not, really, it's just the place where federal offices are, because they have to go somewhere. Nauru also doesn't have a capital. Then again, South Africa has three capital cities, so I guess it balances out. Though not quite balanced - https://en.wikipedia.org/wiki/List_of_countries_with_multiple_capitals implies there's slightly more capital cities than countries.
