Very legal in France, but you see them less and less. I guess it was a fad, and that women are more informed on skin cancer risks.
Or maybe they've just realized that "overweight" "aging" "sagging" "ridiculous" and "men's lubricious gaze" are words with a reality.

Washington is wrong too. Toplessness is legal unless a prosecutor can prove to a unanimous jury beyond a reasonable doubt that it was done for the purpose of arousing purient interest or to offend. Have you heard of the Fremont Solstice Parade?

Good point. I don't really think you should take legal advice from a map in the first place, I just think it's an interesting look at how confusing these laws are in the US.
