There have been several shark attacks off the Outer Banks of North Carolina in recent weeks. As a prank, Scott and Sandi Bergman rigged PVC pipes into protective cages and painted them to look like steel. Then they walked out into the water off the beach town of Kill Devil Hills.
I'm not sure if the lifeguard is in on the joke.
