Ruffles and Stuff has a fabulous post that teaches you how to turn your child's too small tights into adorable knee-high socks.  This is the type of post that makes you scratch your head and say why didn't I think of that.  She gives you the three simple steps to make them as well as some embellishment suggestions.  Now you will have to excuse me, I think I need to go rummage through some stored boxes.
