It affects all Americans in the sense that it shows how stupid and selfish our politicians can be, but it really doesn't affect most of us on a personal level. We still have a government, our basic services are still being handled, most of us won't feel any direct impact from the shutdown unless we are government employees.
It seems the people that are needed to make the country work on a day to day basis will still be around, so I doubt you'll have any trouble at the border.
I guess it depends on what your dog is doing on Halloween...for an adult party or a night inside, this is great, but you're right, bringing this costume around kids could be a terrible idea.
I remember hearing this paradox in third grade -told about painting a room half by half by half at a time. I got in trouble because she said you would never finish and I argued that at some point, you'd have a space too small for a paint brush to divide in half so you'd still finish eventually. It's a great paradox and all, but in practice, you can't keep dividing things in half forever.
I always wanted to see the story of a super sloth...he can lift up a two ton truck with no trouble and travel at the speed of sound...but he tends to just sleep all day instead.

Given my experiences at the Cheesecake Factory, I think of something rather unpleasant when I see one of their menu items with the word "blast" in the name.
