Most 'Anarchists' believe in government even Proudhon and Bakunin believed in government. They just called it something else. Generally, think of a government that maximizes democracy, federalism, and socialism that allows people to secede from the system so long as they don't engage in capitalist property relations (you can work for yourself or as an equal part of an independent group). Personally, I think 'Anarchism' would make the best government, but the idea is mislabeled. It isn't really anarchism if there is a government.
Really, the only real anarchists are pacifists, since every time you exert violence (force or coercion) over somebody else you're governing them even if it's completely justified(self-defense).
