Bearfoot, there's also a lot of bullshit that restaurants think they can get away with in terms of making it difficult for customers to use the coupons they bought, and restaurant owners who want to increase their business through the sale of Groupon coupons but then don't want to honor them.
Frankinbeans: in statistics, the size of the population doesn't really matter when considering sample size. A sample of 293 is sufficient, regardless of the size of the population. However, the problem here isn't the 293; it's the 5. A sample size of 5 has a HUGE margin of error, which makes the state-by-state ratings completely meaningless. I can't believe someone took the time to create a graphic for such worthless data.
Seems to me that the use of undercover police is mostly confined to situations where the police are trying to enforce laws against prostitution and drug use - laws which shouldn't exist in the first place. So if this makes it harder, that's fine with me. Stop spending my tax dollars busting people for trying to enjoy drugs and sex, and focus on REAL crimes like murder and robbery.
