The thing I have to add to your well-reasoned response is that I've found many people with college/university degrees who have substantial problems expressing themselves through the written word. I have seen (and edited) pieces by people with master's degrees that were stunningly-lacking in good grammar.
That's not necessarily to say that more writing classes have to be required. How these people got any degree without being called on their writing skills is beyond me - it may well be that some instructors need to grade more harshly rather than adding required classes. I know an English professor who has been shocked that some of her students even got through high school based on their writing samples.
A quick non sequitur - something else that should be mandatory, even at a high school level, is a course in logic. Basic syllogisms drive what we do and how we think and feel every day.
Just to further that -- Eddie Slovik's wife tried to get his remains returned to Detroit until her death in 1979. A local politician took up the cause in 1981 and wasn't successful until 1987. He was interred next to his wife.
