The linked article is concise, but for those interested in the topic it's way, way better to listen to Jad Abumrad's podcast, where he lets Dolly tell the story. The entire "Dolly Parton's America" series is superb, IMHO.

At the risk of sounding like a Debby Downer, I have to wonder whether the dogs would continue to wait for their owner if a hospital employee gave them some food. To me the photo exemplifies not interspecies love, but rather a modern dystopia in which both people and dogs are going hungry.
