My guess is that it was put together to allow a child to play a driving game. The tyke could sit on the edge of the chair-front, with his little feet reaching the peddles, while he drives. By attaching everything to the chair-legs, it would effectively keep the controller pieces from sliding away on the slick tile floor?

Or maybe I'm way off.
