If they earn money from the other things those customers do, like order food, then there isn't an issue. The free water is basically a loss leader. But if people are coming in to socialize and don't pay for anything (including the water), then they fundamentally aren't customers and should be shown out.

The Mighty Mo is at Pearl. It's sister ships of the Iowa class are docked all around the US as museum ships. The Iowa is in Long Beach, California. The New Jersey is in Camden, New Jersey. Wisconsin is docked at Norfolk, Virginia.

My guess is that Leia and Lando infiltrate Jabba's Palace. Leia frees Han. Lando frees Chewbacca. Luke is the wheelman outside or extra gun if things go south after they get out of the palace.

The point is that things did go south and they never get out of the Palace. The original plan, whatever it was, is toast. Everything Luke does after that is just him making things up as he goes along because the plan is already blown.

The Pool Hustle episode is a common trope in a lot sitcoms of the era, not just sitcoms with a black protagonist. There was a pool hustle episode of Who's the Boss and Frasier as well.

Actually New 52 Aquaman was a serious makeover and was widely regarded as pretty badass. Likewise the adventure Aquaman used in the Batman: The Brave and the Bold was probably that series breakout character.

My first thought was to put in near Las Vegas as well. He probably can't put it on the Strip because of the expense, but he can get it close enough to the city that people will go. And Vegas has lots of cheap desert land within an easy drive.

Maybe he can get it close to Lake Mead or something if he wants scenic.

While we could certainly save tons of money from the defense budget, that likely will not translate to drastically increased expenditures for social services. Even at $600 billion, the federal government already spends more on Medicare and Medicaid than defense. It spends more on Social Security too. The money isn't there. They might be able to free up funds to keep Social Security solvent, but that's about it.
