The home of Popeye is Chester, IL -- where creator Segal lived. I don't know when it was erected, but they have a bronze statue of Popeye and hold a yearly parade. I read an article a few months ago that said it's unlikely we'll see any Popeye revival in cartoons or movies, as kids today just can't relate. Popeye's Chicken is even separating itself from his image because he isn't as well-known.

The Inner Light, a Hugo Award winning ST:TNG episode, dealt with a different use of this sort of tech. It was a way for a culture to share its history through one member's lifespan.
I went down the rabbit hole and found a comparison of the original survey to previous years. While I'm no statistician, a cursory glance seems fairly-consistent numbers with some increases and a strange drop in the '80s over the Big Bang theory.

The 2010 ACA never would have passed had it not been tied to the federal budget via the Congressional reconciliation process. The House, retaken by the GoP in 2011 and Constitutionally responsible for federal revenue, has said it will not fund the act. For once, they are doing their job -- unlike in 2010 when House Speaker Pelosi told us that Congress "[has] to pass the bill so you can find out what's in it, away from the fog of controversy."
I will give that it's a complex subject, and one of which I don't pretend to be an expert. I do encourage others to verify what I wrote.
The president is picking and choosing what to close for maximum pain to the American Public. Instead of actually going with non-essential employees (and risk the chance we realize the USA does fine w/o them), his administration picks stuff like the National Mall and zoos.
If that's the kind of leader one wishes to support, well... umm... err... uhh... good luck with that; I'm sure it'll have a happy ending.
