I watched Engelbart's demo in school. It's fascinating. I highly recommend it. Here's the link to the demo from the article.

Eyes on the side of your head gives a larger field of vision without needing to turn the head. (Of course you also need the ability to focus the eye anywhere in that field of vision, for example a chameleon)

I too wondered if they had actually broken any laws and if the footage of police was unrelated but inserted for "cool" factor.
