Too bad the article wasn't based on fact, but more on the author's imagination.
THe bottom line is that characters were drawn as male first, and not having a need for clothing to determine their gender. The female versions had to be differentiated somehow from the males, and adding gender-specific clothing is the obvious option.
You'll notice that cartoon cows show a lot of udder, but nobody complains. If Daisy Duck were to sprout barenaked breasts, people would be up in arms.

Not that I mind it, really, but you should consider your motivation. Are you putting forth a rational objection, or are you having a knee-jerk contrarian anti-famous-person attitude out of jealousy, bitterness, despair, or insecurity?
We'll always have the parasites of celebrities and royalty in the world - people who are "special" by reason of birth or looks. If they can at leasdt be used to bring our attention to strange and unusual diseases, etc..., at least that's a start. The coal mines can be the next step.
