Yes Seekshelter, that's how it's done in the Netherlands. You just as fast as you can put the cheese on the toasted bread. The cheese just barely starts to melt and that is what you want because it tastes different from grilling the whole thing. Remember- The Nertherlands are The Cheese Nation par exellence. If how you think would be the correct way, lots of historic stuff in Europe and elsewhere and in the USA should be cleaned up pretty fast because they are relics from stupid barbaric times and actions and nowadays they are looked after with great care.
