That sounds similar to the folks in Ireland giving out tickets to Prawo Jazd who seemed to be a serial offender. That is until they realized Prawo Jazd was Polish for Drivers license.
This might improve communication in some peoples work places as well. However, I think it is perfectly reasonable to ban the phones. Honestly they are hardly phones any more they are mostly text and app platforms.
I also have seen articles that indicate that some of these rent control bills aren't really helping the people who need it the most. When they have been fixed up they end up getting snatched up by folks looking for a deal on a nice place not to far from the city leaving the lower income renters without a house. It is a vicious circle. There is a part of me that really wants to say that Zombie's themselves would encourage veganism without making them eat vegtables. Perhaps a little more gore of a zombie killing an animal might make people think about what the eat.
