No, it is not an urban legend when it is true. Maybe the kid did exactly the same thing as the kid in the urban legend. That would be nice. But then, it would not be the first time the police or any other official authority would help spreading an urban legend.

It's an urban legend. I know this story for at least 20 years. Mostly it is like this: Kid, underaged, steals [any form of public transport], drives the whole route without damage or passangers noticing.
