Those transformers put out 10Kv at sufficient current to kill. So, no. It's very easy to make a fatal mistake playing with such devices.

I love that! I live in a town that doesn't have any parking meters (yet) but when I got to larger cities that FAIL would be a welcome sight!

in the bay area they will ticket you for parking at a failed meter.
