A Curiously Interesting Mechanism

Redditor s1l4z_behr posted this picture asking others what this object is, and what it is used for. Do you have any idea? It's a pretty neat piece of engineering, and would be cool to have. It looks rather old.

It's the top of a purse. The purse material was attached to the little rings around the bottom. The top opens wide enough for a hand to get in. Saw one on Antiques Roadshow and the top, as shown above, was 14k gold and the purse part was 14k gold chain link.
