Yes, and there are many reasons for that. A big one is people thinking their vote doesn't count ...and they are right, if they live in a state that always goes for the same party, since all the electoral votes go to the majority party. Another one is the several-hours-long voting lines in some districts. Or they lack an ID or a ride. Then there are people who don't know enough about politics to be confident in their choice. And the lazy ones. And this time, there were plenty of people who did not like either viable candidate.

But 57% (the 2016 turnout estimate) is not shockingly low. The highest we've gotten in the past 100 years is just less than 63% in 1960. We should have more turnout, though.
