Update: the mystery object turned out to be a German Tarantella razor blade sharpener. Read more about it at the What Is It? blog. We had a whole slew of really creative guesses! Among the best, ladybugs said it's "an ocular prosthesis gouger for those too squeemish to remove a glass eye with their fingers." That's good for a t-shirt from the NeatoShop! And Gothixhalo guessed it to be "a viewer for old naughty films from the early 20th century. It helps to keep things private for you to view the old films through it." That sounds like a winner, too! I believe it could also hold a small sheet of glass in the brass clamps and a 45 degree light is bounced across it to create a colour or prisim light to determine quality testing of paint or chemical components. Like a photo spectrometer

This is actually one of the first crayon sets with which they 'colored' in each individual frame of B/W television before they were photographed and send to space, in order to arrive in your television set as moving images.

Since this work wasn't necessary eventually, they were later utilised as 'resting poles': If an office worker got tired, two of the sticks were to be put into each one of the respected nostrils, in order to keep one's head up while resting.
