    Actually a red circle on European signs means something is not permitted, so it means Dadadada dadadada - no Batman and Robin allowed. :)

    Hey, I saw that sign the other day.
    Quite funny, but you have to put in context, it was in road where the numbers of the house are draw like graffitis :)
