    Would it be weird to think it's trying to soak the dry crumbs into something less likely to choke him up? Damn fishes are robbing him of his food ^_^

    I think he was trying to fill them up before he got in the water with them.

    Certain birds have been known to "bait" fish with bits of bread and such to make them easier to catch.
