Update 1/11/07: It's a target in a shooting game, guessed correctly by #1 Bryan.
These are regularly spaced along the roofline and during winter the figure is lifted to act as a barrier to prevent the snow from sliding off of the roof.
They are also commonly seen in the shape of eagles as well as other animals and occasionally in abstract shapes.
