The dog has a piece of transparent fishing line on it’s leg, and someone off camera is pulling on it.

I’m almost convinced the dog was having a partial seizure of the hind leg. Watch for the throbbing motion of the leg. It’s not normal. Some epileptic animals respond in fear when they feel the muscle tension that comes along with having a seizure.
