You're the one starting with a big assumption: that people from Africa, Asia, etc don't have green eyes or carry the genes for green eyes. In fact there are significant populations in Asia and among Native Americans with green eyes and even blue. (Records from early European visitors to America record light-eyed natives, so these genes were here before Europeans.) You also continue to confuse dominant genes with dominating visibility, when they aren't the same thing.
