This is one part of a rope winding machine. It would twist lengths of twine together in the same direction, and then would twist those together, forming a uniformly twisted length of rope. The second missing part of this machine is a guide that would travel towards this machine and keep all the individual twists in alignment. I've actually used one of these to twist my own rope before and it's actually pretty fun!
