I think that it's part of an old balance/scale tool that would have been used in a general store to weigh out whatever it was that was being purchased. The notches are not a saw; they would have been used to set the leverage of the weight hanging off the end of the arm (device shown). The way it functions is very similar to that of the arm/lever in a balance scale typically seen in a doctor's office.

It's the center of an old piece of playground equipment, kind of like a teeter-totter, but not. When it was in use there would have been two poles connected at right angles and extending through the centers of the holes in the shown artifact. The poles, at their connection point, would have also been connected to the heavy springs visible at the bottom of the artifact. At the end of each pole would have been a seat for a child. The children would use this piece of playground equipment for bouncing, kind of like a teeter-totter, but with the added effect of being knocked sideways by their peers bouncing on the other pole.
