I have a suggestion, why not figure out where the land will be, and work to make that part more livable. For example, build underground concrete water tunnels from the shore to the Midwest, build solar desalination plants on the "new" (anticipated) shoreline, that will send desalinated water into the tunnels, and use solar stirling engines to power pumps to send the now-fresh water into the Oglala (?) aquifer, which is currently being depleted at a rapid clip. We're going to be living inland, so seems like the best way is to plan ahead. This can be done on any continent, including Africa, which really needs this like, yesterday! JMHO.
