According to the book "Behold a Pale Horse" (the author's name escapes me) While George Bush Sr. was in office, he got congress to pass a law giving the office of President the authority to pass what are called "Executive Orders". These orders have all the enforcement of a law, without having to have congressional approval. If that's true, then technically we've had dictators ever since.
