What was Venezuela's Hugo Chavez? Because now, after Congress gave him special powers to rule by decree, he can finally be considered a dictator.

This measure is supposed to last 18 months, but since he is the supreme ruler I guess in the 17th month he could simply modify it and decide that he will rule by decree for life.

I just hope he suffers a heart attack and dies one of these days.
