These restraints are notsupposed to be a long term use; they are intended for emergency, multi-person issues where you have to restrain a number of people but the heavy duty equipment is not available - if you have 20 people to restrain, you may not have 20 cuffs which can range $50 each. Too expensive for that many cuffs for an officer and some departments. These need to be used sparingly and you have to thoroughly search and supervise. Can't always have the best of everything.
