This is why you use catalytic converters. The bigger problem is that government standards are low. Why in Ontario, Canada a car older then 20 years shouldn't be e-tested is beyond me. If anything, it should be e-tested as opposed to a car less then 20 years old. At least Arnold "the terminator" Schwarzenegger is getting the ball rolling.
