It is type of "bit" used with a "brace, and since it is tapered we are not talking high speed. Could it be used to smooth out the finger holes of bowling balls?

They are listed in the 1891 Montgonery Wards Catalog as Target Shooting glasses. Maybe to train the eye on the sights of the rifle or shotgun. Anyway, they were 28 cents each.

I think that the proper name for this item is "Flax Comb Hackle". The differance being that this tool would be hung or supported, and the Flax would be flung upon the spikes and drawn through. A "Flax Comb" would be hand held and drawn through the suspended Flax stems. There were several steps in this process, as can be seen with the two examples. the fewer protrusions would be the first process, then using the next board with more protrusions, and so on.
