I concur that this is for passing train orders to moving trains. However, it was held high by the station agent and the trainman on board would put his arm through the loop.

An anti-theft device for an early automobile. The small ring clamps a wheel spoke while the large hole wraps around the tire and rim. Car cannot be driven away for obvious reasons.
