Really? I've been to the UK a couple times and to be honest, I didn't even think about it at all. I did know about them, just didn't bother me I guess.
And Vonskippy while I have no stats to back up my claim, I would imagine even if they didnt statistically reduce the number of crimes, at least it's easier to find the criminal. Take the London bombings for instance.

When he said stupidity is genetic he was refering to people like the mentally retarded. For anyone to argue that intelligence has nothing to do with genetics I think is a little short sighted.
As for whether different ethnic races have varying intelligence levels, I don't know because I'm not a biologist. But I don't think we have been separated long enough to see this. Plus the fact that there has been so much cross-ethnic reproduction throughout history it's hard to find "pure" ethnic people. Also, I don't understand the evolutionary motives that would select dumber people. (Forrest Gump aside)

I remember I had a black Sunday school teacher who was one of the smartest people I have ever met. The guy spoke at least 8 languages fluently!

I don't mean to flame you, but as a history major I get a little riled up when people accuse me of not knowing my "effin" history.
It's unfortunate to see well intentioned laws go this far to the extreme.
To be just though, you are supposed to enforce the laws equally.
Otherwise it will just be abused. Now, obviously most of us wouldn't mind children making innocent chalk drawings, but then where do you draw the line legally? What if the child was writing offensive words, or gang signs?
The real person to blame is the uptight neighbor who called the police. Once they are called onto the scene, the cops have to uphold the laws.
It's not like the police were roaming the streets in search of child chalk drawings...
