Yep, gotta use timezones. The first kid was born at 1:32AM PDT, the second kid at 1:06 AM PST. Thus the first kid is still older, not the second. It's just bad reporting, an opportunity to educate the public about timezones and DST has been missed. Or, as mentioned by Collector, if you use UTC then it's also not ambiguous.
