Public art should be something that a public or private property owner has a say in. It isn't something that should be imposed on us all - that is graffiti vandalism. Unauthorized, uninvited art, etchings, tags, murals and such are vandalism. As an expert on graffiti, I've seen the harm it does to communities in devaluing neighborhoods and costing billions of dollars in repairs each year.
