@Scotchdrnkr: As a bike commuter, I can tell you that whether you know it to be a bike rack doesn't matter a bit. Because when you are on the street looking to park your bike, you seek out the safest and closest options, whether they be racks, street signs, fences, rails, etc. Even where quality racks are available they're often full. Thus if it works as a bike rack, it is a bike rack.
