You don't need to hash it out right there on the scene. First, comply. Then attempt rational discussion. If not satisfied, report it to his superiors, makes a paper trail, work with the organization in quesiton, and if need be, rally public support or the media. Document everything, be patient, focus on the greater good.

Althought the device could reap quite a bit of money at local fairs, if they would charge customers to throw baseballs at the skater.

That's not sound business.
It looks like he's scanned a photo, and a computer has told him exactly where to put which shade of crayola.
However, if he's doing this with his own eye and a bit of patience, then that would be more impressive to me.
