For me it rather sounds like a challange than a prohibition... A diving bell would just enable it...
A whistle for underwater whisteling sounds rahter like a physical challenge, to develop a whistle that may be operated by a water jet...
Alternatively. just connect a pressure hose from a diver's air tank to a whistle in a diving bell... this should be heared even outside the water...
The main question remaining would be how to get the local Sherrif to give you a fine ticket for this crime, (and how much it would cost).
Sounds as fun as getting registered as monkey feeder at teh Tōshō-gū shrine in Nikkō, Japan...

You could consider "Hydrogen sulfide", which is actually gaseous under normal conditions.

Assuming that the table tennis paddles are real, just try to ram a knife into a ping pong paddle while holding it on the grip... i would expect it brake the grip rahter than catching the knife.
Similarly try to split a pineapple by throwing a knive... at least it would have changed it's flight path so you could see it dropping besides her...

For me one of the most dazzeling aspects are the combination of only two sith, and a large group of jedi searching for the one to bring "balance" to the force...
For me balance just means a one to one relation between sith and jedi..
---> if you find the one to bring balance to the force, better kill him, as he would eihter kill all jedi (exept of two) or significantly increase the number of sith...
Non of the jedi council's members (or the author itself) seem to have been able to draw this conclusion...

I would suggest to test the principle with a RC/car with a pinata on it first.... If it gest beaten to FUBAR... better let the dog undisguised at home...
